    1. Heat a large saucepan to medium heat and spray with olive oil
    2. Add quinoa and cook for 5 minutes, stirring to prevent burning
    3. Add 1 ¼ cup of vegetable broth and bring to a simmer
    4. Reduce to low and cover
    5. Cook for 20 to 25 minutes
    6. Remove from heat and allow to sit covered for five more minutes
    7. Cool slightly.In a large bowl combine cooled quinoa with flour, cheese, onion, salt, pepper and parsley
    8. Lightly beat eggs in a small bowl and add to quinoa mixture.Heat oil in a skillet over medium heat
    9. Form quinoa into balls or ovals and carefully add to hot oil
    10. Cook for 3-5 minutes per side, or until a golden crust has formed
    11. Drain on paper towels.
